Custom Tool Palettes (Redux)

Ok, now that I can make custom tool palettes using the system secondary mouse click (which is not necessarily ctrl-click in TCM), I wanted to "clean up" my custom palette by reorganizing some of the tools I dropped there.  Unfortunately, I can't find a way to do this short of deleting the tool palette and starting over.  Is there a way to do this short of the "nuclear option"?

Also, and I guess this is more of a feature request, It would be nice if the name given to a custom palette (or an abbreviated version of it) appeared in the window header of the palette.

You can't move the icons around, you can grab an icon and drag it over an existing icon and it will replace it. To modify the toolbar, right-click on any icon in the toolbar and the Custom Tools palette will pop up allowing changes to rows, columns, icon size, and name.
It would be nice to have the toolbar named but none of the toolbars have names, so it's consistent.
