is there a way to use the Arrange commands to move an entire layer?

Please help me figure out if there is a direct way to use the Edit->Arrange command or some other command to move individual layers front or back in 2D in TurboCAD Mac Pro v10 rather than just moving individual features front or back.  One work-around would be to isolate the layer (right click->Isolate Layer when hovering over the eye symbol in the Layers menu of TurboCad Explorer), select all the features in the layer, and then use the Edit->Arrange command on that layer.  Is there a better way?
